Who We Are

    • William S. Duvall, CPA, CVA

      Bill has over 25 years of public accounting experience. He started his career working in security-sensitive areas of the CIA holding advanced clearances. He entered public accounting in 1984 and is licensed as a Certified Public Accountant (CPA) in Virginia, Maryland and North Carolina.

      Bill holds the designation of Certified Valuation Analyst (CVA). Bill has qualified as an expert and testified in General District, Circuit, Federal and Federal Bankruptcy Courts. He has been voted a “Virginia Super CPA” for his business valuations work on numerous occasions. In addition, he has also been honored with the designation of a “Smart CPA” by Smart CEO Magazine on several occasions. He has spoken nationally for the AICPA and has been published by the AICPA as a contributor to the strategic planning section of the Management of an Accounting Practice Handbook. He is also a past President of the VSCPA Northern Chapter.

      Bill gives back to his community and profession as well by serving on various boards and professional committees and having served as an officer for local civic and non-profit organizations. He is married with one son and enjoys golf, fishing and the beach.

    • Regina N. Jessop, PAFM

      As the administrative partner for DuvallWheeler and with more than 25 years of public accounting experience, Regina’s thorough understanding of the unique needs facing many small employers in today’s business environment is unparalleled. Having started her professional career with the Federal government and subsequently advancing through the ranks of private industry, her experience has included managing the day-to-day operations of both small and medium-sized accounting firms in the Washington DC metropolitan area. Her wealth of knowledge on the how-to’s of running a successful business is now being carried over to DuvallWheeler.

      Regina is actively involved in her community, and has been recognized for her numerous efforts by being voted “Chamber Member of the Year for 2008.” She has also been recognized as a Public Accounting Firm Manager by the CPA Firm Management Association.

      Regina is married, and she and her husband have resided in Manassas for the past 20 years with their canine family.

    • J. Timothy Mauk, CPA

      As a principal of the firm, Tim’s progressive accounting, tax and financial management experience has been developed not only as a CPA in public practice, but also as a CFO and Corporate Controller for companies with annual revenues ranging from $5 million to $80 million. In addition to working with small and middle-market local businesses, Tim also has extensive experience with rapid growth multi-company environments and mergers and acquisitions.

      He is a graduate of George Mason University and a member of the American Institute of Certified Public Accountants (AICPA) and the Virginia Society of Certified Public Accountants (VSCPA).

      Tim was voted a 2013 “Virginia Super CPA” for his work in the area of assurance services (auditing). He was also selected as the Best Accountant in Prince William County in the 2016 Best of Prince William survey.

      Tim is married and enjoys golfing when he can during his free time. Tim and his wife also share their home with adopted former racing greyhounds.

    • Shannon D. Hagerich, CPA, MST

      As the tax partner of the firm, Shannon has over ten years of public accounting experience. She is a licensed Certified Public Accountant and received her Master’s Degree in taxation from American University.

      Shannon has a wide range of professional experience, including individual, corporate, fiduciary, estate and non-profit taxation. She also has many years of experience in dealing with the Internal Revenue Service and state taxing jurisdictions and often assists clients in resolving various complex issues ranging from unfiled tax returns to disputes over assessments made by taxing authorities.

      Shannon has been recognized as a “Smart CPA” by Smart CEO Magazine, and has also been voted a 2013 “Virginia Super CPA” for her work in the area of corporate tax.

      Shannon is a member of the American Institute of Certified Public Accountants (AICPA) and the Virginia Society of Certified Public Accountants (VSCPA). Shannon is married with one son, is an animal lover and also enjoys sports and the outdoors.

    • Judy L. Perry

      Judy is a degreed accountant with over 18 years of experience as a full-charge paraprofessional, bookkeeper and tax preparer. She discovered her interest in accounting while working in the accounting department of a large family business and returned to school to get her accounting degree when her youngest child started school.
      Over the years, she has continued to gain valuable experience in a variety of accounting systems by working closely with many small business owners and their accounting departments in a variety of industries.
      Judy is in charge of DuvallWheeler’s small business accounting department that assists a variety of clients with accounting issues, payroll reports, Quickbooks support and training and accounting procedures. Judy’s diversified experience has enabled her to become a valuable source that many small businesses turn to for guidance and advice for their day-to-day operations.
      Judy is married with two grown children and two grandchildren.

    • David C. Lamb, CPA, CFE, MSA

      David comes to DuvallWheeler after completing his Masters in Accounting from Liberty University and is currently licensed as a CPA in the Commonwealth of Virginia. He received his undergraduate degree in accounting from the University of Georgia and worked in the profession in the Athens, Georgia, area for several years prior to his relocation to Northern Virginia.

      David’s strong background and knowledge in accounting compliments his growing tax skills as he assists with much of the A&A work in the firm and deals with many clients in the small business department. He is also very active with the consulting practice of the firm and has received his Certified Fraud Examiner (CFE) certification.

      David has been voted a 2013 “Virginia Super CPA” in the Young CPAs category.

      David is married with one son, has two dogs and is an avid Georgia Bulldogs football fan. He is a talented golfer and enjoys golfing as well as brewing his own beer and is a cooking enthusiast.

    • Scott E. Silvestain, CPA

      As an accountant currently licensed in Virginia and Hawaii, Scott brings a diverse background of accounting and tax experience to the DuvallWheeler team. Having worked as an executive in commercial real estate for many years in Northern Virginia, Scott transitioned to the accounting profession several years ago. Through all of his experiences, he has gained a well-rounded business acumen and a thorough understanding of tax matters facing both individuals and businesses.

      Scott obtained his Masters in Accounting from George Mason University.

      A Veteran of the US Army and certified Airborne Paratrooper, Scott is married with two children and one dog and enjoys pursuing the culinary arts with fresh produce from the family garden in his spare time.

    • Sharon Deakins

      Sharon Deakins joined DuvallWheeler as its Director of First Impressions. Her background includes having worked for several different industries where she was the first friendly face seen.

      Sharon is a native of North Carolina and relocated to the Stafford area with her husband, son and one dog. She is also known as the favorite nannie to her two grandchildren.

      Sharon and her family share a passion for searching for civil war relics, and have found quite a few treasures since moving to the area.

      Sharon loves to meet new people, so please introduce yourself when you come in.

    • Gary L. Saber, CPA

      As the tax manager of the firm, Gary brings a wealth of knowledge and experience to DuvallWheeler. Gary is able to enhance DuvallWheeler’s tax practice through his 25+ years of hands-on tax experience with both private and public, medium and large-size firms in the Washington, D.C. area.

      Gary is a graduate of Robert Morris College where he obtained his Associate of Arts, Bachelor of Arts and Bachelor of Science degrees. He is a licensed CPA in the Commonwealth of Virginia and State of Maryland.

      In addition to having a thorough understanding of developing tax strategies for both individuals and businesses, Gary has a comprehensive knowledge of the day-to-day nuances faced by those pursuing a business interest in the fields of wineries and breweries. Not only does he understand the challenges faced by both entrepreneurs and masters in these areas, his experiences with these niche markets allow him to develop and tailor strategies unique to each business in order to provide the best environment for success.

      Gary is married with two children and two dogs. He and his wife reside in Woodbridge and his interests include the Virginia wine and brewery industries, studying Virginia history and traveling to the beach and to the mountains. Gary is a dedicated Capitals and Nationals fan.

    • Barbara W. Hutto, CPA, CGMA

      Barbara has over 30 years of public accounting experience. She began her career in public accounting in 1982 with the top “Big 8” firm, rising to the level of Senior Audit Manager before leaving to work in the defense contract industry. She returned to public accounting 23 years ago during which time she has served a broad range of clients in various industries. She is a licensed Certified Public Accountant and Chartered Global Management Accountant.

      Barbara’s focus is in forensic accounting. She holds a Certificate in Forensic Accounting from Georgetown University.

      She is active in the professional societies. She was on the Board of Directors of the Greater Washington Society of CPAs and is currently an ethics instructor for the Virginia Society of CPAs. She is also active in community activities, serving as chairperson for the annual Clifton Arts Festival and as a volunteer instructor for the Fairfax County Public Schools’ financial literacy program.

    • Reshma Palvia, CPA

      A CPA with almost 10 years of experience in public accounting, Reshma brings a wealth of knowledge and understanding of all facets of public accounting to the DuvallWheeler team. After having obtained her dual Masters in the areas of accounting and commerce, she has spent her entire public accounting career in the Northern Virginia area.

      Her experience in preparing tax returns for both companies and individuals has enabled Reshma to gain a thorough understanding of the best ways to minimize the impacts of taxation and explore multiple avenues to allow for tax savings.

      Reshma speaks five languages fluently which includes four Indian dialects.

      Reshma is married with three children and enjoys international travelling, cooking and reading in her spare time. She has had several brushes with celebrities as she has been travelling through numerous airports, including Ted Kennedy and Kim Kardashian. Reshma likes to give back by volunteering her time to community organizations.

    • Melissa A. Trumble

      Melissa comes to DuvallWheeler’s Small Business Accounting Department by way of New Orleans. As a staff accountant, she provides a variety of services specifically developed to support the needs of our business clients. After relocating to Northern Virginia following Hurricane Katrina, Melissa spent numerous years working in the private real estate development and government contracting arenas. These experiences bring her a unique understanding of the many issues facing businesses in today’s environment.

      Her work in New Orleans included film accounting which led to a memorable appearance in a widely-released movie and thus spurred her to produce and star in a horror movie wherein her character met her end through the unfortunate placement of a pair of barbeque skewers.

      She is very creative and spends her spare time paper crafting and sewing, and shares her talents by working with the Girl Scouts, CASA and with her church where she teaches Sunday school.

      Melissa resides in Manassas with her canine pal.

    • Heather A. Golightly

      Heather has joined the DuvallWheeler team to start her career in public accounting. She is a recent graduate of George Mason University where she obtained her Bachelor’s degree in Accounting. Having performed accounting duties for multiple private employers from Hawaii to Virginia, Heather discovered her analytical side and love of problem-solving.

      She is very excited to be involved in this profession and is currently working towards her goal of obtaining her CPA designation within the next year.

      Heather’s interests include world travels. She spent three weeks on a backpacking tour of Europe where she was able to see Lance Armstrong compete in the Tour de France and celebrate France’s Bastille Day. When she wins the lottery, she plans to spend her time watching the waves go by at the beach.

    • Cynthia S. Kennedy

      Cindy comes to DuvallWheeler after moving 12 times in 28 years with her military spouse. No matter where she and her family were residing in the United States, Cindy continued to pursue her career in public accounting by providing tax and accounting services with firms in multiple states.

      Cindy has a Bachelor of Science degree in Accounting as well as an MBA. Cindy’s diverse personal, professional and educational backgrounds give her a unique perspective on the best way to work hand in hand with our clients to achieve tangible results and to work towards fulfilling future goals.

      Cindy is currently a member of the AICPA and the Virginia Society of CPAs and is licensed in Virginia and South Dakota. She was an All-American field hockey player in college, is an avid golfer and one of DW’s best bakers. She and her husband reside in Manassas along with their five children.

    • Logyn N. Blume

      Logyn has joined the DuvallWheeler team as a staff accountant. Her knowledge, experience and expertise continue to grow as she works with our corporate and individual clients requiring accounting and tax services.

      Logyn is a graduate of the University of Maryland with a BS in Business Administration. She is currently pursuing her goal of obtaining her CPA designation within the next year.

      Logyn’s interests include herb gardening and winemaking. She resides in the Haymarket area with her husband and Roxy, the canine princess.

    • Adreyana Oliver

      Adreyana has joined DuvallWheeler as a senior administrative assistant. Having spent some time in the public accounting profession before, she is no stranger to the unique operations of a firm like DuvallWheeler. Her prior experience as an administrative assistant in multiple industries helps the DuvallWheeler team operate efficiently as they work with our clients in reaching common goals.

      Adreyana has earned a Bachelor’s degree in Criminal Justice from Monroe College. A New York native, Adreyana recently moved to the Manassas area and is enjoying exploring the many attributes this area has to offer.

      Adreyana would like to travel the world starting in Dubai, but hopes for another transportation method other than flying.
